I like the thought experiment! I think the issue with 1000x5 is that it could quickly turn into 1000x50, especially if you let juniors take ownership. This can happen faster than 50x1000 in the codebase.

Nevertheless, perhaps a better way to frame it is that perceived system complexity is influenced by both the sum of its parts and their distribution of complexity.
